“东突厥斯坦伊斯兰运动”（简称“东伊运”、ETIM）又名“东突厥斯坦伊斯兰党”，是1993年由新疆维吾尔人在巴基斯坦北瓦济里斯坦发起成立的圣战者组织，其宗旨是在新疆建立一个政教合一的“东突厥斯坦伊斯兰国”。
研究认为，“东伊运”的核心成员并不多，他们并不具备挑战北京权力的能力。
2008年北京奥运期间新疆发生的爆炸攻击使“东伊运”受到广泛关注。该组织之前已经被中国和美国政府认定为恐怖组织。联合国在2002年也将其列入恐怖组织名单。
中国警方认为该组织“是中国面临的最直接、最现实的安全威胁”，因为其“不断通过多种渠道对境内‘三股势力’人员进行宣传、煽动，企图实施恐怖破坏活动”。
中方所谓的“三股势力”是指暴力恐怖势力、民族分裂势力和宗教极端势力。
世界维吾尔代表大会主席热比娅否认新疆存在有东突厥斯坦伊斯兰运动之组织，声称所有的维吾尔组织都是以“和平方式”抗争。
袭击行动
“东突厥斯坦伊斯兰运动”声称对2008年北京奥运期间在新疆喀什对边防警察发起的攻击负责。该组织也声称对2011年在新疆发生的一系列攻击事件负责。他们还说策划发动了2008年5月在云南、上海和温州的几起公交车爆炸事件。
美国在2002年将“东突厥斯坦伊斯兰党”列为恐怖组织。2009年美国财政部把“东突厥斯坦伊斯兰运动”领导人列入经济制裁名单。
2012年4月中国公安部发布一份“东突厥斯坦伊斯兰运动”高级成员的名单：努尔麦麦提·麦麦提敏、阿布都克尤木·库尔班、帕如哈·吐尔逊、吐送江·艾比布拉、努尔麦麦提·热西提，和麦麦提依明·努尔麦麦提。
这6人都是中国国籍。他们当中有一人生于1965年，有两人为70后，有三人为80后。公安部说他们是“联合国认定的恐怖活动组织‘东突厥斯坦伊斯兰运动’的主要骨干”，曾参与组织、策划和实施了针对中国内外目标的各种恐怖活动。
2012年美国中情局的无人机在巴基斯坦袭击打死了艾麦提·雅库甫，他被认定是“东突厥斯坦伊斯兰运动”的高级成员。
网络视频
2009年8月，互联网上出现了一段据传是突厥斯坦伊斯兰党领袖的录音讲话视频，讲话呼吁全球穆斯林对中国政府发动圣战，报复北京当局压迫新疆维吾尔人。
美联社发自开罗的报道说，这段录音是以阿卜杜勒·哈克·阿尔-突厥斯坦尼（Abdul Haq al-Turkistani，又名：买买提明·买买提）酋长的名义录制的。 据称，阿尔-突厥斯坦尼为“东突厥斯坦伊斯兰党”的领袖。
美国财政部称，“东突厥斯坦伊斯兰运动”为基地组织有针对性支持的恐怖网络。美国财政部当时表示，东突伊斯兰党的首领阿卜杜勒·哈克曾计划对中国城市进行几次袭击，特别是针对北京奥运会。
阿卜杜勒·哈克被指从2007年底开始派恐怖分子到中东筹集资金，以购买袭击在境外的中国目标所需的爆炸材料。
巴基斯坦情报部门及塔利班武装组织2010年3月1日均证实，阿卜杜勒·哈克·阿尔-突厥斯坦尼于2010年2月15日在巴基斯坦西北部"北瓦济里斯坦部落地区"遭美军导弹击中身亡。
反恐借口
“东突厥斯坦伊斯兰运动”有自己的媒体机构，名为“伊斯兰之声”。
2010年出版的《东突厥斯坦伊斯兰运动:中国的伊斯兰武装分子与全球恐怖主义威胁》（J. Todd Reed and Diana Raschke）一书全面介绍了“东伊运”的起源、宗旨、意识形态、领导人和战术策略。
该书作者认为“东伊运”并没有足够能力对中国国家构成严重威胁，但是却给中国提供了反恐借口，在新疆实行严厉镇压，加剧了侵犯人权状况，使民族矛盾恶化，甚至导致更多暴力反抗。
对于新疆维吾尔激进分离主义的成长，该书作者认为中国如果不做政策和制度调整，维吾尔人的激进分离主义会长期存在下去。即使“东伊运”在打压下消亡，还会出现维吾尔人成立的类似激进组织。
